Basic Education Employment Initiative (BEEI) Phase V – Job Opportunities for Youth in 2025
The Department of Basic Education (DBE), in partnership with the Department of Employment and Labour (DEL), is rolling out Phase V of the Basic Education Employment Initiative (BEEI) to create over 200,000 job opportunities for South African youth.

Announced on 07 April 2025, this phase is part of the Presidential Employment Stimulus and will place young people in schools across all nine provinces starting June 2025. Supported by the Industrial Development Corporation (IDC) as the implementing agent, BEEI Phase V builds on the success of previous phases, which provided over 1.1 million jobs since 2020.

- Unemployed and not in education or training.
- South African citizens living within 5 km of a school (or 30 km for rural/micro schools).
- Not receiving government grants (e.g., SASSA).
Schools are urged to prioritize local candidates, women, and youth with disabilities to ensure inclusivity and reduce transport costs.
Roles and Responsibilities
Participants will take on various support roles in schools, supervised by mentors, including:
- Reading Champions: Boost literacy in Foundation and Intermediate Phases.
- Curriculum Assistants: Help teachers with classroom tasks (not teaching or assessing).
- e-Cadres: Support ICT integration in education.
- Care & Support Assistants: Offer basic psychosocial support to learners.
- Laboratory & Workshop Assistants: Aid practical lessons.
- Sports & Enrichment Assistants: Lead arts, culture, and sports activities.
- Handymen/Women: Maintain school buildings and grounds.
These roles align with the 7th Administration’s focus on improving learning outcomes, especially in reading and literacy.
Skills and Training
BEEI Phase V equips youth with both soft skills (e.g., communication, professionalism, time management) and hard skills (e.g., ICT use, maintenance). Training includes:
- Orientation: Introduction to school ethos, contracts, and inclusive education for learners with disabilities.
- Specialized Training: For those in special schools to enhance learner support.
- Exit Pathways: Skills like financial literacy and entrepreneurship, funded by the IDC, to prepare youth for future opportunities.

Why It Matters
The BEEI taps into the fact that every South African community has a school, making it a powerful tool to reach vulnerable youth. By placing them in local roles, it cuts transport costs and keeps opportunities accessible. Past phases have shown success, with over 1.1 million youth gaining work experience since 2020. Phase V continues this momentum, targeting 204,676 jobs and focusing on literacy and inclusion to support national education goals.
