European Union lawmaker Brando Benifei, who is leading negotiations on artificial intelligence rules, has called on EU countries to compromise on key issues to reach an agreement with the bloc’s executive by the end of the year.

The negotiations concern draft rules proposed by the European Commission two years ago, with the goal of establishing a global standard for AI. The most contentious issues include biometric surveillance and copyrighted material used by AI systems like ChatGPT.

Lawmakers are seeking a ban on AI use in biometric surveillance, while some EU countries, led by France, want exceptions for national security, defense, and military purposes. Additionally, lawmakers want AI legislation to cover copyrighted material used by companies like OpenAI, but EU countries argue that the bloc’s current copyright rules offer sufficient protection.

Benifei stressed the need for greater flexibility among EU countries to secure an agreement with lawmakers, emphasizing that unity on technology regulation is essential for competitiveness. While some obstacles remain, Benifei expressed optimism that an agreement on the final text can be reached.

These negotiations highlight the complexity of regulating AI on a regional level, as countries grapple with issues related to privacy, security, and intellectual property rights in the context of rapidly advancing technology. The outcome of these negotiations could set a precedent for AI regulations in other regions.
